Captain America: The Winter Soldier[]
After Director Nick Fury asked Secretary Pierce to postpone Project Insight, he was later involved in a pitched battle in the streets of D.C. against a team of HYDRA operatives disguising themselves as D.C. Metropolitan Police officers and SWAT team members and the mysterious Winter Soldier. The World Security Council came to D.C., in order to launch Project Insight, but it was stopped by Steve Rogers, Sam Wilson, and Maria Hill as Natasha Romanoff leaked all of S.H.I.E.L.D.'s secret intelligence files to the public, including HYDRA files. Subsequently, the Triskelion was destroyed by one of the Helicarriers, and Senate hearings were held that ultimately labelled S.H.I.E.L.D. as a terrorist organization.
