In 1989, Peggy Carter, Howard Stark and Mitchell Carson met in the Triskelion that was under construction, when Hank Pym announced that he was leaving S.H.I.E.L.D. to prevent his Pym Particles from ever being used by the wrong people.
The Triskelion was a state-of-the-art S.H.I.E.L.D. facility located in Washington D.C. It was the largest S.H.I.E.L.D. complex, and served as S.H.I.E.L.D.'s primary headquarters. Steve Rogers went to the Triskelion to confronted Nick Fury about the motives behind Natasha's task on The Lemurian Star. Fury took Steve into an elevator down to the underground level where there were three new state-of-the-art Helicarriers being worked on as part of Project Insight, an operation that would connect the Helicarriers to spy satellites used to prevent any possible terrorist attacks. This was a reaction to the events that took place in New York, but Steve saw it as more of an aggressive means of tyranny rather than a form of protection for people. Later, Alexander Pierce was meeting with the World Security Council via holograms at the Triskelion over the matter of the hijacking of the Lemurian Star. Fury interrupted and informed Pierce that they needed to delay Project Insight. Than, after an attack on Fury and his apparent death, Steve was order to the Triselion to speak with Pierce about Fury's death. After Steve left, Pierce deployed the Strike team to capture him, but Steve fought them off and escapes the Triskelion, he was branded a fugitive by Pierce. Both Steve and Natasha later discover that HYDRA has secretly operated within S.H.I.E.L.D. for decades and that Pierce is their leader. Steve, Sam and Maria Hill, break into the Triskelion and take control of the Insight Helicarriers with three microchips. After Project Insight was stopped, the Triskelion was left in ruin as one of the Insight Helicarriers crashed into the building.
