"Ladies and gentlemen, the truth is that mutants are very real, and they are among us. We must know who they are and above all, we must know what they can do!"
―Robert Kelly[src]

Robert Kelly was a United States senator who began his career on an anti-mutant platform against all mutants and was turned into a mutate himself.

Biography[]

X-Men[]

"Well, I think you've got... one less person to... to be afraid of..."
―Kelly's last words[src]

Kelly was staunchly anti-mutant and argued that they were a danger to "normal" people and should be locked away. He was kidnapped by Magneto's minion Mystique and was subjected to a process that transformed him into a mutant. Unbeknownst to Magneto, the process was ultimately fatal, with his body rejecting the process, and Kelly, in a malleable jellyfish-like form who has power to stretch and be easily squished if pressure is applied, died in the custody of the X-Men by evaporating into water. Prior to his death, he learned to accept at the very least "some" mutants and was comforted by Storm.

X2[]

Mystique disguised herself as Kelly to continue using the senator's political power to promote a pro-mutant agenda.

Relationships[]

Powers and Abilities[]

  • Mutate Physiology: Senator Kelly was forcibly mutated by Magneto's machine which gave him unstable abilities.
    • Elasticity: Senator's Kelly became squishy to the point that he was able to squash his entire body through some bars much smaller that the width of his body. This eventually led to his body completely breaking down and turning to water.

Trivia[]

  • Bruce Davison and Brian Cox were born only twenty-seven days apart, but Stryker indicates that Senator Kelly is at least twenty years his junior.
