"Would you mind explaining to me, how a handcuffed criminal in custody escapes from your locked car?"
―Paul Budiansky[src]

Paul Budiansky is an FBI agent.

Biography[]

Punisher: War Zone[]

Agent Paul Budiansky was an FBI agent in narcotics partnered with Nicky Donatelli. During a drugs bust, Budiansky took some of the cocaine for himself so Donatelli was reassigned to an undercover mission. When Donaelli was killed during a mission by The Punisher, Budiansky promised Angela, Donatelli's widow, to avenge Nicky's death. He started a personal mission to arrest The Punisher and joined the NYPD for the purpose. He was assigned to the "Punisher Task Force", formed of only one member: detective Martin Soap. Soap was, in reality, an ally of The Punisher, but agreed to give Budiansky all of the files collected on the vigilante.

On their first hunt, Budiansky managed to arrest The Punisher, who told him that Billy Russoti was after Donatelli's family. Budiansky sent a patrol to check the house, but the two agents were killed before they could ask for help. Budiansky went to Donatelli's place in search of the agents and got captured by Ink and Pittsy. The two mobsters were killed by The Punisher, who had been freed by Soap, and Budiansky, after a gunfight, arrested Russotti and his brother Loony Bin Jim. The brothers gained complete immunity from the FBI in exchange for Cristu Bulat, a Russian gangster who was selling biological weapons to Arabs. When the Russotti brothers kidnapped Angela and her daughter and formed an alliance of criminal gangs, Budiansky allied himself with The Punisher and Tiberiu Bulat, Cristu's father seeking revenge, and started a massive attack on Jigsaw's base. After the battle, the Donatellis were freed and Budiansky took them home, thanking The Punisher.
