"Agent Paul Budiansky’s character is layered. He is a cop who wants to make things happen for the right reasons but there his a purity of intention is defeated…why? He sees the corruption of the establishment. So, he is a little broken and damaged. He has had problems with addictions while undercover which ultimately impacts on his closest friend. The guilt propels him into the confrontation with The Punisher."
"Castle and Budiansky have a bond, something deeper than just friends who work together. Castle lost his wife and daughter. His despair takes him further than that of Budiansky but both sense the injustice of a corrupt system. Both have special knowledge of hunting an opponent and getting their prey. Soap appears to be inept and untogether. Budiansky hates unprofessionalism and so it begins a battle of wills.
