• CONFIRMED: Crossbones will be one of the main antagonist of the film.
• DEBUNKED: John Walker, the US Agent, may appear in the film.
• Arnim Zola will be back in the sequel in his android body.^[1]
• Since there's no plans to make another Hulk film Bruce Banner might show up in this film, Thor: The Dark World or another Marvel Cinematic Universe film.^[2]
• Black Widow's past will be explored via flashback, and she will have a romance with Winter Soldier.^[3]
• Clint Barton/Hawkeye may appear, and serve as a rival sniper to Bucky, and a rival to Natasha's affections.
• Phil Coulson might come back as The Vision. ^[4][5]
• General Ross could appear in the film. ^[1]
• Benjamin Pollack and Claire Wise will appear in the film.
• The Other will appear as Herr Kleiser.
• It is believed Anton Vanko's betrayal will be delved into in Phase 2 of the Marvel Cinematic Universe. It is rumored he learned of the Tesseract through his work with Howard Stark, and sold him out to the Russians, namely the Winter Soldier's handlers; who are responsible for Howard's death. In the comics, Howard and Maria Stark's death was orchestrated by the Roxxon Oil company. Roxxon later fell under the ownership of Aleksander Lukin; the man who controlled the Winter Soldier. Roxxon is confirmed to exist in the Marvel Cinematic Universe, as Phillip Coulson visited a Roxxon station in Marvel One-Shot: A Funny Thing Happened on the Way to Thor’s Hammer.
• Both Dominic Cooper and John Slattery will reprise their roles as Howard Stark in flashbacks.
• Sharon Carter will be the female lead.
• World Security Council will show up in the film.
• Agent Blake will appear in the film.
• Characters from Agents of S.H.I.E.L.D. will make an appearance in the film.
• Dominic Cooper has hinted at a possible return as Howard Stark in flashback sequences, if his filming schedule permits it. ^[6]

• DEBUNKED: Amanda Righetti might be cast as Sharon Carter in the film.
• Writer Christopher Markus wants actor Peter Dinklage for MODOK. ^[7]
• Chris Hemsworth might have a cameo in the film as Thor. ^[8]

• DEBUNKED: Mary Elizabeth Winstead is the frontrunner for the female lead. ^[10][11]
• Nikolaj Coster Waldau, Josh Holloway and Kevin Durand are up for a villain role. 
• William Sadler will appear as President Ellis, the President of the United States, from Iron Man 3.
• Don Cheadle will appear as James Rhodes in both this film and The Avengers 2.^[12]

• CONFIRMED: The film will be more of a political thriller.
• Modok will be leading HYDRA in the sequel. ^[13][1]
• Baron Zemo and a mind controlled Winter Soldier will be the villains.
• Sin and Crossbones will appear to hint at a possible return of Red Skull.
• The experiments the were being run on Bucky when Steve found him in the HYDRA base will be revealed as a step in the Winter Soldier programming.
• DEBUNKED: Bucky may be growning old and be married to Peggy. ^[14]
• The film will be associate with The Avengers and there will be some revelations of who is still alive from Captain America's days in WWII, but S.H.I.E.L.D. and Nick Fury are kind of his confidants right now. ^[15]
• On the audio commentary that the experiments performed by Zola enabled Barnes to survive the fall shown in the first film.
• Stephen Colbert, a renowned fan of Captain America, is lobbying for a cameo in the film. ^[16]
• DEBUNKED: There could be some romance with Black Widow and Hawkeye. ^[17][1]
• There will be some background origin on Nick Fury in World War II.^[1]
• Winter Soldier will be Black Widow's love interest in future MCU films rather than Hawkeye; and the latter's wife Mockingbird may make a cameo as S.H.IE.L.D Agent 19.
• Much like the Avengers: Earth's Mightiest Heroes, Bucky as Winter Soldier will be revealed to have been responsible for the loss of Nick Fury's eye.
• A.I.M will appear in the film where it's Zola created the team.^[1]
• The film and the S.H.I.E.L.D. movie are one and the same.^[1]
• Sam Wilson will be a S.H.I.E.L.D. agent.

• Bucky may be restored to his normal self and appear in the next few films as an ally of Captain America and Black Widow

• Crossbones might be the Red Skull's successor in destroying the United States.
• Crossbones will be the one who brainwashed Bucky and turned him into the Winter Soldier.

• From the looks of the set photos, Agnet Sitwell could possibly be a double agent or being mind control.

• Hayley Atwell will be in old make up as Peggy Carter.
• Working Title would be "Freezer Burn".
• Footages of the film will be shown at this year's San Diego Comic Con. ^[30][31]
• The trailer will be shown before Thor: The Dark World.
